GOAL:
Improved front-end experience for readers, especially on mobile.  More modern article display.  Better introductory experience for new visitor to homepage.  Better access to key information for returning members.  Smooth operation for Editorial team.  Improved speed and lighter database load.

WHY WE NEED THIS:
Current system no longer meets our or our customers' needs.  It's slow and inflexible and displays poorly on mobile.  It doesn't support the workflows the editorial team needs.  It's difficult for the engineering team to maintain and extend.
